The Bagong Pilipinas Merit Scholarship Program (BPMSP) is a merit-based scholarship that supports outstanding Filipino senior high school graduates in pursuing either higher education or technical-vocational education in priority programs, with government financial support for tuition and allowances, and opportunities to serve the country after graduation.

How Does a Degree Program Qualify?
Identified priority degree programs offered by Philippine Higher Education Institutions (HEIs) must meet at least one of the following minimum criteria:

a) The degree program is designated as a Center of Excellence (COE) or Center of Development (COD) based on the latest official CHED issuance; or
b) The degree program has attained Level III or Level IV accreditation based on the latest issuance from recognized accrediting agencies; or
c) The degree program has been duly approved by the Commission En Banc (CEB).

3. Select your Institution
Choose your preferred program and delivering Higher Education Institution (HEI) or TESDA-registered Technical Vocational Institution (TVI).

4. Upload Documents
Upload all required supporting documents. Ensure files are clear, complete, and in the accepted format.

5. Review and Submit
Review all entered information and uploaded documents, then submit your application before the deadline.

6. Evaluation and Results
The CHED or TESDA Regional Office screens, ranks, validates eligibility and enrollment, and notifies applicants of the results.

Eligibility:

Track A
Higher Education (HE) Track
Applicants must meet all of the following:

Filipino citizen who is an incoming first-year college student
Graduated from Grade 12, belonging to the Top Five (5) of the graduating class or with a minimum GWA of 95% (or its equivalent)
Graduate of Basic Education Curriculum or Senior High School with a minimum GWA of 95% (or its equivalent)
Parent/s or guardian/s with combined annual income not exceeding PHP 2,000,000
Enrolled in CHED-identified priority programs in qualified Higher Education Institutions (HEIs)
Have not earned any units or degree in tertiary education

Technical-Vocational Education and Training (TVET) Diploma Track
Applicants must meet all of the following:

Filipino citizen who is an incoming first-year student
Obtained a GWA of at least 90% (or its equivalent) in Senior High School
Parent/s or guardian/s with combined annual income not exceeding PHP 2,000,000
Does not hold a technical-vocational diploma or a TESDA National Certificate (NC) Level III or higher
Enrolled in TESDA-identified priority programs in qualified Technical-Vocational Institutions (TVIs)
Have not earned any units or degree in tertiary education
